Decent apartment, hidden taxes, atrocious communication

It's well situated (except if you have trouble climbing up the hills, because it's quite high on the Monmartre), the self check-in was really easy and smooth. It's very clean. The bed is good, the sofa size is pretty big. The apartment has most of the appliances you will need.

The shower works terribly. The hotter you make the water, the less water pressure you get. Even the relatively comfortable warm temperature cannot be achieved with an acceptable water flow. The fridge is set up too cold. Some food we bought (fruit and vegetables) was spoiled, because the fridge frozen it to death. The sofa, while being pretty comfortable to lie in, creaks with any smallest movement. There was a safe in the room, but no instructions how to use it. And now to the main thing. We encountered some weird stuff in connection to city taxes. In our booking, the tax was clearly specified, calculated (based on a number of guests and nights), and included in price (total 60 euro of taxes). The day before our arrival I received a message from the owner that I should register all the guests and pay the tax on a separate website (safety of which was, of course, completely unknown to me). On that website I found out that I have to pay and additional tax of 106 euro. I immediately asked the owner about this tax, because our taxes were already included in our booking. They replied that the city tax was increased 200% for the Olympics year, and they add it for every booking after the fact. I checked, this information is true, the tax was indeed increased. But the thing is, the tax was increased in January, and my booking occured in April. It also wasn't specified anywhere in my booking that there may be an additional tax, or that the city tax that I paid for is calculated roughly and may be corrected. The owner also send me a link with a tax calculator for me to check out the sum. That calculator counted the amount from 73 to 106 euro, depending on the different parameters of accomodation. So I asked direct questions: why wasn't the tax finalized initially? If we have to pay the full 106 euro tax now, what was the 60 euro tax that we already have paid?
