If it is your first time visiting Brunei, Higher Hotel might be one of the best budget options you could go for. The area is safe, the rooms are clean, and the breakfast is manageable. Morning privacy options (like a simple "Do Not Disturb" sign) and some help with transportation would help put it even higher in the future. As is, it's a fair option located not too far from the hotel and near some shopping areas.

Affordable and modern rooms. The rooms are average and can be cleaner for the toilets

On my final day at the hotel, a technician was engaged in maintenance work that morning, which disrupted my sleep. Additionally, there was no prior notification given to guests regarding this maintenance activity during that time.
